Variety reports movie studios and unions have delivered a 22-page “white paper” of new guidelines for resuming film and TV productions after the coronavirus shutdowns to New York Governor Andrew Cuomo and California Governor Gavin Newsom. The report outlines recommendations for health and safety amid Covid-19, including physical distancing; uses of masks and other personal protective equipment (PPE), temperature checks; hand washing, sanitizer and other hygiene practices; and other precautions.

“Limiting face-to-face contact with others is the best way to reduce the spread of COVID-19,” the report says. “Cast and crew must practice physical distancing whenever possible. Physical distancing involves maintaining a distance of at least 6 feet from any other person at all times, except when doing so is incompatible with one’s job duties. Cast and crew should avoid congregating in groups. When practical, separate work locations into zones to facilitate physical distancing.”

The guidelines also recommend having an “autonomous COVID-19 Compliance Officer(s)” on movie and television sets to specialize in enforcing and overseeing the new safety protocols.

It’s unclear when exactly most productions will be allowed to resume; “entertainment” is listed under phase four of New York state’s reopening plan. A handful of TV shows have been able to continue with cast members filming at home and other social distancing measures, while the majority were suspended in March.

Liverpool, N.Y.-based American High delayed filming of its eighth movie at Syracuse Studios in March, shifting to production of face shields for healthcare workers during the shutdown. Producer Will Phelps tells syracuse.com | The Post-Standard that the production company has been following the new guidelines and creating its own to ensure safety for our crews.

“The plan is to go back into production on the film we were about to start when the virus broke out,” he said. “It’s too soon to estimate when exactly that will be, but once we can ensure the safety of our cast and crew, we’re excited to get the cameras rolling.”

Another movie, “Gabriel’s Rapture,” a sequel to Passionflix original “Gabriel’s Inferno,” began filming in Syracuse earlier this year before the shutdown. Ali Whitaker, director of marketing and public relations for Passionflix, says four more weeks of shooting are needed in Italy to complete “Rapture.”

Whitaker says the third movie in the trilogy, “Gabriel’s Redemption," will begin filming in Syracuse immediately after “Rapture” is able to safely shoot scenes in Italy.

Other movies planning to restart soon include “Avatar 2," after director James Cameron and the crew reportedly complete a mandated 14-day quarantine in New Zealand this month. Variety reports Tom Cruise’s “Mission: Impossible 7” plans to restart filming in September with outdoor scenes.
